1. What is the difference between District Council / Municipal Council with Local Authority (PBT)?
  Local Authority (PBT) in this country is divided into three categories as follows: a. City Hall b. Municipal Council c. District Council City Hall is an upgraded Municipal Council which was raised as a city status after meeting certain criteria. The criteria for City Hall should be a total population exceeding 100,000 people and annual revenue exceeding RM20 million. The Municipal Council is more focused to urban areas if relatively compared to the District Council which have people and revenue exceeding the District Council. The Criteria for Municipal Council should be a total population exceeding 100,000 people and revenue exceeding RM5 million. District Council is more focused on rural-based areas. The Criteria of District Council should be of a total population less 100,000 people and revenue of less than 5 million.
2. How much number of PBT’s is available in Malaysia today?
  145 of PBTs (including Kuala Lumpur City Hall), which is 31 of Municipal Councils (MP); 114 of District Councils (MD). There are also a few bodies which are authorized by their respective State Government to implement PBT functions such as: PBT Kulim Hi-Tech, PBT Pasir Gudang, Putrajaya Holding, etc.
3. How many City Hall which are found in Malaysia today?
 

There are 6 of them:

1) Kuala Lumpur City Hall,
2) Ipoh City Hall,
3) North Kuching City Hall,
4) South Kuching City Hall,
5) Johor Bahru City Hall,
6) Kota Kinabalu City Hall.

4. Are all PBT in Malaysia located under the duty of Ministry of Housing and Local Government (KPKT)?
  PBTs altogether lies beneath their respective State Government jurisdiction. KPKT terms of reference are to coordinate those PBTs from standardization aspect policy and legislation, give advisory service including technical advice and allocation routing service of Federal Government.

5. How members of the public could make complaints regarding issue/problem faced in PBT areas?
  Members of the public could directly lodge complaint to PBT or KPKT.
6. Can KPKT assist the public if there are problems faced in PBT areas?
  KPKT can refer the problem to PBT, so that they (PBT) can obtain a report about it. If that problem is found serious, KPKT may request that PBT provide explanation and take realistic action.
7. What is property tax?
  Property tax is tax imposed on proportional holds such as: - * Residential Homes * Industry Property (Shop, factory, Hotel, etc.,) Agricultural Property * Vacant land located in excise areas of Pontian District Council.
8. How is it paid?
  Property tax is paid 2 times a year namely :- * 1st half of the year – 1st of January to 28th of February * 2nd half of the year – 1st of June to 31st of August, for every year
9. What would otherwise happen to you if you fail to explain tax in that period?
  According to Act 171, you imposed actions as follows: - Notice (Form E) will be issued to you. You are required to explain within 15 days from date of notice. Fine according to MDS decision imposed of arrears balance will be imposed to you - according to section 147 (1). If you still fail, a detention warrant will be issued to you. This warrant enables MDS to confiscate available goods inside the building, or seal the building from operating or auction the building / land through the High Court Registration following Section 151. A warrant payment of 10% will also be imposed.
